What can be done regarding residents posting political signs are their property?
Several years back North Carolina passed a statute that allows residents to display political signs on their own property. This statute overrides our Covenants which govern other signage. The Association does not want signage on our property and will remove any signs that are inappropriate.
At the Annual Meeting in April, 2012 you stated that approximately $5400 in liens were accessed earlier this year. How much of that $5400 was on vacant lots versus on properties with houses?
Approximately forty percent (40%) of the liens are on lots with houses while 60% is on vacant lots. This percentage may have changed due to some recent payments received.
Must I receive approval from the CSPOA Board of Directors if I am thinking about building a new home or putting up some type of outbuilding on my property?
The Restrictive Covenants for each phase of CS (1to 5) of are very specific about what must be done prior to building or adding any type of structure on your property. Plans and specs MUST be submitted to the CSPOA Board of Directors for written approval PRIOR to the commencement of construction or the placement of any type of structure or out-building. This is a requirement over and above any permits needed from the city or county. Some examples of where Board approval is required are listed below:
- New home construction
- Major renovation to the exterior of a home such as adding a new room or a new attached garage
- Constructing a detached garage
- Construction a shed or other type of building used for storage
- Erecting a portable shed or outbuilding that you may purchase from the Hardware Store
- New front porch stoop
Probably the most important item for any type of new home construction is the square footage of the house and set-back requirements that are Phase specific. Please read the applicable covenants carefully for requirements in your Phase. What can be done about our streets?
There is no scheduled maintenance for our streets in 2012.
Is there anything we can do about parked cars on our streets?
Parking is permitted on city streets as long as the vehicle is registered and is utilized consistently. Curbside parking in Catawba Springs can be dangerous. Other than special occasions, residents should try to provide permanent parking on their own property utilizing their driveway and garage space. The city ordinance states, cars parked at the curb must be parked in the directions of the traffic. A car approaching at night will see the red rear reflector lights clearly.
None of us want that surprise “crunch” to be our vehicle. City Ordinance Officers will issue citations, if the vehicle in not parked correctly.
When will the landscape update at Steve Ikerd entrance be completed?
Casey Bolick has volunteered to design a landscape plan for the Steve Ikerd entrance and present to the Board at their November meeting. We are aware of the run-off issue and that will be taken into consideration.
What can we do about the weeds growing in our street between the concrete curb and the asphalt?
September, 2011 update. The city has agreed to get their workers out in the subdivision before the end of the month and spray the roadways.
What is our policy regarding solicitors?
Since we’re within the city limits of Hickory, solicitors are required to obtain a “Peddler’s License” from the city. Please call the Police Department at 328-5551 to report any solicitation from people without the proper credentials. It is our understanding that religious organizations are not required to have this license. If someone comes to your door without a license or if you believe something isn’t right, call 328-5551. Do not give out any names in your family or any of your neighbor’s names.
