			<content:encoded><![CDATA[<h2>Vandalism and Dumping</h2>
<p>Please remember to report all suspicious behavior to the Hickory Police, at 328-5551 or if an emergency at 911.  We need to be vigilant and cautious as there is still petty theft in our neighborhood.  Please lock all cars and keep garage doors down if you are not in the immediate area.</p>
<p>In early April a faded green late 90&#8242;s model Honda Accord or Civic was reportedly driven away from a resident&#8217;s home.  Yard equipment was stolen.  Recently this vehicle was seen again on Pinecrest Drive, the license plate number was recorded and the police were notified.  Please be on the lookout for this car and two white males.</p>
<p>Also, a non-resident was caught getting ready to dump yard waste on Mark Drive.  The license number was recorded and again the police were called.  We were told the police were on their way to visit this gentleman and suggest he never enter CS again.</p>
<h2>Enforcement of Speed Limits</h2>
<p>We will contact the Baker Pact to remind them the speed limit for all streets in CS is 25 m.p.h. and that enforcement is now the key.  Please remember Wandering Lane is a state highway and the Sheriff is responsible for enforcement of the 35 m.p.h. speed limit.</p>

			<content:encoded><![CDATA[<h2>Must I receive approval from the CSPOA Board of Directors if I am thinking about building a new home or putting up some type of outbuilding on my property?</h2>
<p>The Restrictive Covenants for each phase of CS (1to 5) of are very specific about what must be done prior to building or adding any type of structure on your property.  Plans and specs <strong><span style="text-decoration: underline;">MUST</span></strong> be submitted to the CSPOA Board of Directors for <strong><span style="text-decoration: underline;">written</span></strong> approval <strong><span style="text-decoration: underline;">PRIOR</span></strong> to the commencement of construction or the placement of any type of structure or out-building.  This is a requirement over and above any permits needed from the city or county.  Some examples of where Board approval is required are listed below:</p>
<ol>
<li>New home construction</li>
<li>Major renovation to the exterior of a home such as adding a new room or a new attached garage</li>
<li>Constructing a detached garage</li>
<li>Construction a shed or other type of building used for storage</li>
<li>Erecting a portable shed or outbuilding that you may purchase from the Hardware Store</li>
<li>New front porch stoop</li>
</ol>
<p>Probably the most important item for any type of new home construction is the square footage of the house and set-back requirements that are Phase specific.  Please read the applicable covenants carefully for requirements in your Phase.  The covenants can be found on this website under the link &#8220;Bylaws and Building Restrictions.&#8221;  Questions or requests for additional infomation can be mailed to <a href="mailto:catawba.springs@hotmail.com">catawba.springs@hotmail.com</a>.  Call Richard Hughes at 828-441-2127 for more information.</p>
